Harassment Submission Forum.

I've noticed that people don't organize their reports for harassment very well.

First, let's go over what is counted as harassment.
- Constant KSing to an extent where the person follows you from map to map.
- Following you around insulting you.
- Smega spamming insulting you after such things.
- Constant whispers insulting you.

Now for what isn't counted as harassment.
- KSing just in one map.
- Name calling for a brief period of time.
- Being defamed once.

Not sure if all that's correct, could a staff member add / remove things to that if needed.
